AmCham Oman and AMJ host high-level PPP briefing with Ministry of Finance participation

Muscat – AmCham Oman, in partnership with AMJ, hosted a high-level briefing, “Making PPPs Work: Regional Models, Local Opportunities,” bringing together private sector leaders, legal experts, and participation from the Ministry of Finance to examine Oman’s evolving Public–Private Partnership (PPP) framework and where meaningful opportunities exist. Ilyas Alharthi, PPP Project Manager at the Ministry of Finance, participated actively in the discussion, listening to private sector perspectives and answering questions directly from AmCham members. He provided clear insight into how PPP proposals are evaluated, how priorities are determined, and how the Ministry of Finance and PPP Authority work to align projects with fiscal discipline and national objectives. His engagement reflected the Ministry’s openness to dialogue and practical collaboration with the private sector. The discussion was grounded in real implementation experience. Nadir El Houni, Executive Director – Project Development & Stakeholder Relations at Salwa Healthcare and Head of Business Development at Daud Group, shared firsthand lessons from working on the development and delivery of the Al Taafi Sohar Drug Rehabilitation Center — Oman’s first social sector PPP. His perspective provided practical insight into project preparation, structuring, stakeholder coordination, and the realities of delivering a PPP project in Oman. The session featured Ravinder Singh, Projects and Energy Partner at AMJ, and Mona Hammadi, Partner at DLA Piper, who provided legal and regional perspectives on structuring successful PPP projects, investor expectations, and lessons from PPP implementation across the Gulf. Their insights helped frame Oman’s PPP framework within the broader regional investment landscape and clarified what investors look for when evaluating opportunities A key takeaway from the session was that Oman’s PPP pipeline is problem-driven, focused on solving real operational and service delivery needs — particularly in healthcare, utilities, and infrastructure. At the same time, participants emphasized that the private sector is encouraged to bring forward unsolicited proposals, and that well-structured concepts aligned with government priorities can and do move forward within the PPP framework. The session also highlighted how Oman’s PPP regime has matured since the introduction of Royal Decree No. 52/2019, with stronger regulatory oversight, clearer approval pathways, and improved coordination between line ministries and the Ministry of Finance.
